I am directed to inform you that your letter

of the 13th December megarding the proposed establishment of £ Chinese newspaper in Hongkong has been laid before His excellency

the Governor. His Excellency has also considered certain recommendations made by the Sub-Committee of your Chamber and

the Chinese Chamber of Commemos and the estimates of the probable

expenditure to be incurred based on those recommendations.

The enterprise seems to His excellency to be

worthy of Government support, and when the sohome has been finally settled he proposes to send it to the Seonetany of Stats for the Colonies and to recommend that a sum not exceeding $10,000 a year should be guaranteed from public funds to cover

any loss incurred in conducting the newararer until its success

is assured.
